Yes, a word for a big ol' dust storm. It may or may not be followed by a thunderstorm. Usually there's just enough rain to make a huge mess on your car but not wash the dirt off

Not really. Some temporarily around our neighborhood when it's pouring. We have water catchment systems here to collect runoff.
