Cabinet Humidity Too High

I have a large cabinet incubator.I am not getting good hatches.Most dying in shell.I believe the humidity is running to high.I cant get it down.I have the manual temp gage and humidty combanation.Its the big one with Thermoniture on each side with tube you fill with water.My doors on back are fully open now and no water except one in tube.Its running 99.Can anyone help me with this.I cant understand.
