I have questions again: I constantly worry about housing these days. when we cover our big run with the big coop all will be well but in the mean time...

I have a 3X5 elevated hen house style coop in a 9x7 covered run. It has plenty of roosts in the run as well as the ground space. It is my original pen and back then it was for our original 7 girls. Then 7 plus Ray, then we lost a girl, then we lost Ray. But got a whole crop of new chicks
Then we built a new coop and moved those 6 originalgirls into the big uncovered run and none of them can fly out of the pen...That pen and coop can house 20+ without anyone feeling cramped so I added in Ozzie and three additional pullets. So Oz is in there with 9 hens/pullets and the three cockerels that Beakface hatched in Oct.
Now in the original coop/pen I have housed most of my remaining 2013 pullets (7 of them) all of whom are flyers and The General, a hatchery NH rooster I rescued from a bachelor pad at my uncle's. So that makes 8 in that pen but then there is Norma. She was in the big uncovered pen but she is a flyer and she was at the bottom of the PO with those girls. She has decided she like it better in the smaller original pen but I worry that she exceeds the carrying capacity.
In that pen I have:
2 EE (who are the largest in there but smaller than my Dels and ALs in the big pen)
1 OE (Willa, my Amerlia)
2 Icelandics. (one is barely bigger than my 9 wk old cockerel chicks the other a bit bigger)
1 California Grey...about the same size as the larger Icelandic
1 mutt who is also about the same size as the larger Icelandic
One NH rooster who is bent on making up for the time he lost in the bachelor pad
and now little Norma has moved in. She is also smaller than my Dels and ALs
No one is pecking anyone in the small pen and they are a very simpatico little group. they seem happy but Norma just moved in a few days ago and I am worried that when I go back to school after Christmas vacation and they are penned up for more hours during the day that things may go south. Am I borrowing trouble?
Also, once we get the big run covered....whenever that may be I want to put Ozzie and Harriet in my third pen...currently the Dorking Domicile... How long do they have to be in there together before I can be assured that the only one who has fertilized her eggs is him?
Also how many others should I put in with them so that she doesn't get overmated?
