He'd be getting home after midnight, and where the quarantine pen is is pitch black after dark. Should I go out with a flashlight and settle the pullets in, or leave them in the carrier in the van and get up early to put them in the pen?

I'd leave them in the carrier in the van over night. They would already be settled in. If you put them in the pen in the dark, they'd be disoriented.

Try calling the local 4H office & get the numbers of your local 4H poultry leaders. They may be able to give you some leads.
