Simple answer is no, not legally. Not unless you are NPIP certified most of the time. All states have import/export rules.

USPS does not take it upon themselves to enforce the law. People who don't care may ship anyways. The fact that you are asking means you DO feel some sense responsibility... Good for you!

It depends on the regulations in your state. In California an egg handler's license is required for any type of egg transaction, including barter, selling, etc.
