Have you candled?
Unless you're seeing major movement, it doesn't seem like hatch-related rocking to me.
(Why were you putting them on the floor?)

I've candled, and there's plenty of movement. I put them on my floor to see if they were rocking. and I only kept them there for a minute or so.

I meant if you saw major movement on the floor. If you're still seeing movement while candling, they probably aren't ready to hatch yet. Before they hatch, you should only see a full, dark egg.
If your floor is smooth enough, you may be able to detect movement even if they aren't ready to hatch. Similar to how you can check to see if a chick is still alive in the shell by putting the egg in water... if it's still alive, the egg will move.
