I think in moderation it would be fine. I'd try to stick to the plain kind though.

Cheerios might swell, but they swell into a mush that easily disintegrates. Just look at it in your milk. It's a good choice for toddlers because it's so easy to eat. So, no, it's not going to hurt ducks. But there's not much nutrition in them, so I'd just give them as an occasional treat.
