I'd carefully peel some shell away trying to remove it gently from the membrane beneath it. Don't overassist, try to let the chick come out by itself but just remove the obstruction around his head so he can stretch a bit.

Actually, I'd leave it.
The chick can breathe and move, last time he was assisted things got worse.
I think the best thing for OP to do at this point is watch and wait. If the chick shows signs of weakening then it may need help.
But you just have to let it do its thing sometimes.

I agree this whole 5 page post was created because of an early assist, on the basis of an experienced person who has been incubating for 3 years (I have been incubating for 12 years and still a complete noobie), 100%, and about 3 more worried posts to go along with it but that was then, the assist has just made things worse so now an assist is actually needed to fix the bad assist.
It's already several days overdue also

This is not visible until more of the shell is removed. However, if you get your tweezers and start to remove a bit of the shell and you see blood, stop. Wash your hands and take a break.

You can begin to loosen the membrane from its head but only if you see no blood. If you see veins with any blood, stop.

So both babies did end up dying. Definitely a learning curve for me. I will do better next time and not intervene. Thank you everyone for the advice. Now I know better about what not to do. Rip to the little marans.
