Actually, I'd leave it.it will need assistance at this stage. It looks like the air cell is still intact and he pipped the wrong end although it is very hard to see which side is the pointy side.
I'd carefully peel some shell away trying to remove it gently from the membrane beneath it. Don't overassist, try to let the chick come out by itself but just remove the obstruction around his head so he can stretch a bit.
The chick can breathe and move, last time he was assisted things got worse.
I think the best thing for OP to do at this point is watch and wait. If the chick shows signs of weakening then it may need help.
But you just have to let it do its thing sometimes.
