A weak chick like this can be helped by electrolyte solution. I usually use pedialyte diluted to about 1/3 strength. You can also buy a product called Save a Chick at many feed stores which is a electrolyte solution especially for newly hatched chicks. You may be able to get the baby to swallow a bit by carefully dipping its beak and supporting the neck in the correct position to swallow; I prefer to try this first before using and eye-dropper since it is all to easy to cause the chick to aspirate the solution. I do not comment here much, but I hatch almost constantly year round for our feed store and have saved many weak chicks from assisted hatches by this method. Give the solution every couple of hours or so-you can't really hurt them with it, and lay the chick down in a comfortable position. I often lay them down on their tummies with neck straight.
