Chick not getting feathers

This is one of my 4 week old chicks. He is acting fine except he is meaner than the rest. He picks on others and doesn't like to be held. He isn't growing any feathers. What could be going on?

Roosters of many breeds feather much slower than the pullets, and they can look nearly naked sometimes as they continue to grow but their feathers don't come in fast enough to cover them. Generally after 8-10 weeks they start getting more feathers.
 
That was also my first thought. The slow feather growth coupled with the pugnacious temperament both could be indications you have a cockerel.

Look very closely at the comb on this twerp. Is it slightly more yellow-orange than the others? That's a clue it will be turning red over the next couple weeks. When that happens, you will know for sure.
