Chick w/ splayed legs -updated with picture - update w/ progress

So I have a chick with both wry neck and a terrible case of 'claw-foot' it's a bantam chick with what seem to be underdeveloped outside toe nubs. It's extremely difficult to get them taped down to anything to try straightening them out. One foot is worse than the other, but with the stargazing it keeps stumbling around like a drunkard and flipping onto its back where it tends to get stuck until someone helps it. I've been giving it vit E for the wry neck but last night the little thing fell into the water dish, on its back, and needed a rescue! Any advice on how to fix these bumbling toe nubs? I've tried making the pipecleaner 'shoe' but the feet are super tiny! Should I just work on the wry neck first and try to fix the toes when its a bit bigger?
