chick with unabsorbed yolk emergency

hey, i just had a chick hatch with a yolk sack attached and dangling. it is not really full, not really empty, just dangling there. maybe about 1 and a half cms out. blood vessels are black now. hatched out around 10 am this morning. normal hatch except the air cell was on the side whitch caused a late hatch. it is getting really weak and wont open its eyes anymore. i have been washing it and keeping it clean, the chick cannot walk or stand. i have some hemostats so i can rather easily clamp it off, would that be a good idea? i am pretty sure if i dont do anything it will die. thanks. i will add photos in a minute.

it is chirping and trying to stand but cannot with this thing
 
I’m so sorry no one answered your question yet. How is the little one doing?
@Eggcessive @casportpony would you be so kind to step in with advice if the little one is still alive?
it died that night. i didnt do anything because it looked like it was absorbing it a little but i guess not enough too late :(
