Seems like your temp could be too low, but geeze, that's way late if the chick is only at day 16 or 17 in development. I opened an egg once that had the same issue - live chick, but underdeveloped at a late date. It was a silkie. It was obviously going to die anyways and was not peeping, just barely breathing, so I wrapped it up in a warm towel and let the poor thing pass in the incubator. At least it was warm and not stuffed in an egg.

That is my first thought. I have a digital and a bulb thermometer in there...they both read consistently with each other. I want to say that the temp is too low, but I am so uncomfortable cranking it up to 103-104. This is nerve wracking! I wish I was lucky enough to have broodies!
The temp must be low? Thats odd though. I have 4 thermometers in mine lol. Can never be to sure, I'm so paranoid about having the temp to high or too low. I think I'm going to have a stroke by the time these chicks hatch, if they do.
