Is hip dysplasia something a dog is born with, like a poorly formed socket?

Sort of... I don’t fully understand it, but I’m pretty sure that the construction of the dog’s hips and elbows (which is genetic) plays a role in how likely it is to develop. I also think that it’s possible for a dog to have dysplastic hips and not show symptoms, so the only way to know is OFA?? That’s what I’ve sort of gathered
