Chicks dying before hatching

Hi, I just finished my second incubation but it was a fail. Only 3 out of 23 eggs started to develop, one died around day 10 the rest was living when I last cancelled on day 18 but didn't hatch. I kept the humidity at 30-40 during the first 18 days then I increased it to 60-65. All of the eggs were shipped. On my first incubation, 4 out of 5 chicks hatched and I didn't change much this time. I use forced air incubator. What could I have done wrong? This is the link to the video where I cracked the egg but only on the top

Check the temps again with a known good thermometer or two. Sounds like the temperature is high or fluctuating later in the hatch...

Is your incubator in a room where the temperature changes a lot?

The incubator is in the room where the temperature is steady but now I insulated the incubator with styrofoam so I think Its holding temps a little better than before cos it was showing different temps on different sides of it.
