Chicks lethargic, wheezing and dead, one each day

Your humidity is 17% and the crate looks very dirty/mouldy but I am guessing the low humidity is more of an issue.

That heat lamp is huge and pumping out far too much heat imo. you have had to raise it lots and it is drying everything out to a crisp.

A lower powered lamp at a closer distance would be better (same temp) and add some water bowls to increase humidity a bit
 

This is how it looks. I am using a medicated chick starter and the red are small pieces of watermelon.
I agree.
The temp also says 98.6. For 8 day old chicks that's too warm.
The other end where there's no shavings - is it moldy? This could really cause some problems, especially respiratory symptoms.

I highly recommend that you make the warm end cooler, place the food/water on the cooler end, check for pasty butt, keep your water station clean, provide them with chick grit and check that end for mold. If it's moldy, find different housing for them and scrap that brooder all together.
 
Have you been using non-stick pans in the house with chicks inside? Overheated teflon can also cause a rapid and deadly form of pneumonia in birds.

Also you can get a $12 dimmer cord to adjust the heat output on that lamp though I am not a fan of heat lamps in general (prefer mama hen style heat setups so the chicks can cuddle up under something and feel safe).
