I don't know how much trouble you're willing to go to for good birds, but Casey Gentry on Facebook and a member of Cochins International has fantastic potential show White Frizzles. He lives is in KY and I'm guessing will ship to you. You can't go wrong with his birds.I have looked into it, yes. Ideally I want white frizzle bantams, but the person in my area who has them hasn't been to any shows lately so I haven't been able to talk to her. The Cochins from him with spilt wing will be going to 4-H kids as showmanship birds, so I'm confident they will have good homes.
Yup, I'd agree with that. It does not appear to be a pure silver pencil though - some kind of cross, maybe even a cross breed.Not sure, looks to have some silver pencilled in him/her though.

Just curious. Is it stance....color...leg feathering....? What makes it lessor quality? I am wanting to learn something about the breed using this little one as an example.

for starters, the middle toe isn't fully feathered, the stance is wrong, beak and leg color is wrong (should be yellow). beyond that, the rest would require more age to say for sure.That's OK.
