Collapsed Goose

I have a Toulouse, grown male, who went into the fenced chicken area and when we went to walk him out he panicked and ran into the fencing and then got out and collapsed to the side. He can move his legs and head (although it seems stilted) but can't sit up straight and can't walk. Could he have broken his neck so easily? Any ideas? I have him propped up in a pen, surrounded by straw and hoping he had a charlie horse or something that will fix itself, wishful thinking probably but hoping to get some idea of what's happened her.

More on the situation: He ran into chicken wire fencing that wasn't particularly taught and seems to have trouble breathing.
 
He bounced off and then collapsed. He's in a large pen, bolstered into an upright position by lots of straw. He's the same today as he was yesterday. Breathing not as labored. Some liquid coming from his nose, though. Not able to stand still. Getting to a vet to see if he's perhaps broken his leg or neck.
