CHICKEN, can you help me out? My ducks have red spots where they're missing fluff.

Can you post photos? It sounds like they’re just losing their fluff and getting ready for feathers, but its possible that the other ducklings are pecking at the spots and irritating them.

they usually cost like 100 dollars because they spay and vaccinate them before letting you take them

Now I’m starting to feel more than ever that I need pest control-in the form of cats.

You will need pest control for the cats too. Seresto flea and tick collars work wonders for me.

which seems like a lot but its actually a good deal. We got both of ours from a farm with no vacinations and not fixed and their vet costed like 200 bucks

How old are they? That's completely normal. Sometimes they’ll lose their fluff in those areas rapidly and before feather development begins, creating awkward bald spots.
