Daren it looks like your coxis is broken there. I think its pretty clear what the problem is. Brain damage like this may not be repairable. I think in the future all us chicken growers will offer you a little compasion.

Cat loose without tags (considered stray) will be taken to the pound if caught, automatically neutered/spayed and put up go adoption... Dog will be taken to the pound held for certain time period and then placed up for adoption! To get either back you have to pay the fees (believe that may be their adoption fee... $75 of that is refundable with reciepe of spay/neuter...)
