Could this rooster be a hen??

This is my first round of raising chicks. So far all of our guesses on pullets and cockerels have been correct. This guy had the red comb early on with the rest of the cockerels and the feather pattern looks like a rooster, but he hasn’t crowed yet and he never stands up to the other rooster and just ducks and runs like the hens. Any chance he is a she??

Some roosters are just more docile than others. It sounds like he is pretty submissive. A crow would be seen as a challenge to the other more dominant roosters so he keeps his mouth shut to stay out of trouble.
