I had RIR and the females can really fool you had one that had the curly tail feathers, thought for sure it was a roo till it laid an egg. She lost the curly feathers with the first molt. The cockerls had much bigger combs at 4 mo. too.
I am also thinking roo, NH. What about the beak color? If it was a non-laying hen, wouldn't the beak be dark? I have never had a NH roo, so not sure about the beak color on a roo.

I don't know about being a rooster or hen, but here is a picture of one of my production red hens (6 months old). Guaranteed a hen too, got the eggs to prove it. As for not moving around, it might have been a cage chicken and not used to the open space. Chances are that after a couple of days, it will loosen up and start exploring.
I'm jumping in...I say it's a hen...I don't see any saddle feathers. Those are some nice digs you made for her and I too am curious as to why she's laying like that. Has she gotten up and checked things out yet? Maybe the foot injury is something to look into further if she doesn't start moving around, although it doesn't look new.
NHR Hen she has a smaller comb then my Nhr hens and one of my hen has spurs longer than my rooster and a bigger comb lays a nice brown egg for me every day
looks just like my pullets. As red as she is in her comb and waddles, if it is a she you will have an egg soon. Within a few weeks after my girl developed that much color and size she started laying and was the first of my 20 something pullets to lay. I don't see roo in her at all. Those legs are not giant. Granted I don't have NH roo but I do have 14 roos and at that age it is really obvious if it is a roo and I think would be crowing a lot! Got to do something with 14 roos
Definetely New Hampshire red...I have 2 pullets......but this is a roo. You can see the start of saddle feathers. My initial flock wound up being 5 of 7 roos. Hope you can find someone to take him....looks like a nice chicken! Good luck!

It's a young cockerall. I don't see how anyone could say hen. It has saddle feathers and very curvy tail feathers. It has a small comb because it's young which explains why it's tail feathers are small too.
That's probobly why it was loose, someone dumped it when it began crowing.
