this is a baby cuckoo, they will often have a light dot on the head like a barred rock baby

Here is my cuckoo roo I put him with a beautiful black hen I have had for a little over a year will all the offspring be cuckoo?

Also I have heard some breed their cuckoo to white to improve type I have some nice whites will the offspring be cuckoo or white?

He does not like to take pics...LOL

If you want to improve type, breed to a BLACK, not a white. White hides too many other things; colour and pattern-wise, you have no idea what is or is not present in the white. With black, you can pretty much see what is present (such as leaky or clear hackle colouring, penciling or lacing, off-colours, etc.).

He is very frosted looking is that normal?

My little girl is growing up and she has only gotten more beautiful for a non bearded she has a very full crest this is not even the newest pic of her and she has a nice even pattern going on.
