Even purebred ducks can receive the Crested gene from parents not of the actual Crested breed. Basically, if they receive a Crested gene from each parent, they die in the egg or soon after hatching. If they only receive the gene from one parent, they'll have a crest.
It's more complicated, but that's the best I can do at 11:56 PM...
