Not by a long shot. There is a coop builder that chargers well over $8000 for their starter coops. I won't mention who they are but they are.

Just judging by what I see in the picture, I don't see $3,000 worth of materials but I did just buy a $7 sheet of osb for $41 so...

I don't have that amount of money in my coop but the money I do spend I look at it in such a way that now I have my own eggs. I love to grow my own vegetables and fruits too. Next I may buy a mule to ride to town. If I do I'm going to get one that poops in the road every three steps.
