try not adding water the first 18 days until your humidity drops to 25 and try to average about 35. The last three days try your humidity about 60. You live in about the same humidity area as I do and this is what I do. I keep my bator room at 50% percent humidity with a humidifier. I had the same prob years ago and changed to what I do now and now have 90% and above hatch rates most of the time.
 
candle and check for movement, hold one in your hand, if it feels 'cool' and not warm then the chick is probably dead inside, I had some dead ones fully developed in my batch and I knew even before I candled them that they were dead because the egg felt 'cool' and not warm like the other ones.
