Day old Serama chick can't see?

I think Rusty may be able to see luckily, but I haven't seen him eat anything. He'll take a few sips of water which is awesome, but I'm very concerned about his food intake. Today he'll be 3 days old, thats 3 days that he hasn't eaten anything. He won't have any Nuri-Drench, and is scratching a ton. He continues to scratch his head and neck sometimes peeping loudly while doing do. I've checked him over and over for bugs and haven't found anything since the one I saw yesterday.
I'm very concerned about this little one's energy level and the fact that he's not eating. Ideas?

Once again I'm concerned about his eyes. I thought I may have been wrong since he's moving better, but after looking at his eyes this morning I'm not entirely sure.
The photo's above don't do the size of his eyes any justice. They're HUGE! I'll get a comparison pic this afternoon to him a one of his siblings, but they're larger then any eyes I've ever seen on a chicken.
I also noticed a pale white circle in his right eye I believe? Its not very visible and not a perfect circle either. I didn't get a good look at it because he kept closing his eyes when I picked him up, but I'll get a photo this afternoon.
As for his behavior, he seems to be moving around more daily, but his keel bone is very pronounced and I still haven't seen him eat. I thought his crop may have felt like there was some food in it, but I'm not sure. He has been drinking after I dip his beak which is a good sign, but he drinks a lot so I'm not sure if he's been drinking on his own.
When mom gets up and moved away, he follows, but walks slowly and almost horizontal, not upright like the others. He peeps loudly when mom leaves as well.
Im really concerned about this little guy, suggestions to get him to eat are welcome.

Just got him to eat a little bit if an egg yolk mixture I made. ( 1 duck egg yolk, a syringe of Nutri-Drench, and 2 teaspoons-ish of sugar.)
He’s smaller then the other chicks and his keel is very pronounced. I’ll try to syringe him some soupy mash as well, but I’m really worried about this little guy.

No clue. It's a chick I'd likely cull honestly if it didn't get better

What a sweet little guy. Unfortunately, he's showing signs of have genetic defects that are apt to prevent him growing up normally. When you have one very visible anomaly like those eyes and then behavior that is concerning, the chick likely has more problems hidden from view.

As @JacinLarkwell said, the chick may not be a keeper. If it were mine, I would watch it over the next few days, and if its behavior declines rather than improves, I would euthanize it.

Some chicks born with bulging eyes may be blind and die eventually. There are a number of BYC threads about chicks born with one or both eyes bulging. It seems to be a common defect. I hope your chick doesn’t have that problem though.
