Laef was from Jey. I guess it is still possible. However, why would Laef's younger brother come to the same place that Laef recently died other than to get revenge?
I don't think LL wanted to make a character that only wanted vengence.
I dunno, I'm no saying he couldn't be Jeyan.
He can either be Dancan or Jeyan.
