Adding Momma obviously the chick has issues, you are doing what you can to attempt to save his life. No one wants to intentionally kill a chick, if your not comfortable your simply not. Its ok!
If you want to wait or see what happens on its owns that's fine too!

Here is what I see. I see a chick that looks deformed and underdeveloped. The wing is a sad lil thing, I do not see another leg. Aside from those things I think you are right Coch, I think there was a tiny tear in the yolk on the fat side of the egg. It explains all the fluid I was seeing and it explains the foam. I think it is still intact on the left. I have no idea what I going on with it’s cord… or is that a deformed foot. Seriously, I can not tell!

Do you see that white business at the bottom of the shell? Is that the cord? Where is the cord?

I am trying to get a 2 yr old to stay in bed. I will be back in just a few mins.
 
I honestly think you need to take him out of the shell, he is only a sitting duck for infection at this point, I don't see any blood do you? You will need to take him out and decide if his cord needs tied off or not, and then what treatment plan is needed for him. Be it treating umbilicus or culling the chick.
 
dont meant to be harsh but it looks like the floss may be needed to tie off the neck.

probably 60% of chicks i have assisted have died while assisting or need to be culled. I have lost count of how many i have flushed in two parts

i sort of like this hatch in the phillippines. bernies instructions are to throw out stinkers, pull dry chicks each day after day 21, toss on day 24. be excited for 50% dont worry if none hatch. we can do it again.
 
ok so IF it is rupture and all.... I tie of the cord. I do not have idodine but I have hydrogen peroxide? Is there a thread or a step by step for this? Or is that what we are doing now?

You should tie off whatever is there. Get as close the belly as possible. Not sure how to describe the cord... Sally?
