Regardless of how dog is to be confined, I suspect the neighbors will come across property line to get dog freed. That is where things are likely to get messy. Sheriff deputy takes at least 30 minutes to get to my place. I can work on getting pictures of trespass at that time. Depending on how many fences and what size pens you have, you might be able to just leave one pen open & empty, wait for the dog to go in, and close the gate.
