Here's what I just sent to neighbor via Facebook. He saw it within two minutes of seeing it, so he must be a night owl.

I'm tired of going outside to run off your dogs. At some point I will be too late to prevent damage. In the past you complained about me not informing you about your dogs coming over. Tonight your dogs came over to harass my stock and you were aware. I could hear you calling for your dogs even before I cherry picked a photograph to forward to you. You are thus making no effort to warn about problems as you become aware of them. If you were not such a physically close neighbor, then I would have likely shot all your dogs by now. I decided not to take out rifle most times and left it at door. I could have taken out both dogs very easily this round. Every means I have to protect my stock cost me more time and money. I'm now set up to trap your dogs and transporting them to the county dog holding facility where you would have to pay to get them out. My problem is it cost me gas and trips there and back. As my herd size increases with birth of young and acquisition of more breeders, I will be expanding my pasture area to be most of my property. I will not be able to afford fencing like that which has kept your dogs at bay so far. Compare those options to cost of rifle shells which are at most $0.20 each. I'm being advised by many parties, including law, enforcement to buy the shells. The other option is a civil suit. That will cost us both a lot of money as even when I win, lawyer fees will be more than I get to offset losses. How are you going to fix this on your end?

I already use electrified fencing but now acreage and management system involved with making protection of livestock a lot more expensive than basic fencing needed to confine animals. Area with fencing shown is only about 0.5 acres. Another 12 acres will be used and that will represent multiple pastures.
Electric poultry fencing is not the same as regular electric fencing. Check it out and you will see what I mean. It may be helpful in your situation and again it may not. It is a mesh and it is made to be put up, taken down, and moved as necessary. It would be practical in a small area like around the barn.

I have premier 1 poultry e-net, coyotes have jumped over the 4ft. An agile dog could also.

I can and may still get electrified netting for the sheep and goats. I know from experience it is not the best for brushy areas as in addition to repeated setup and tear downs required for moving, the stuff simply wears out. Additionally, animals do occasionally get out, especially with goats, and then I am back to where I'm at now with a pack of livestock attacking dogs having access to my land I manage for same types of animals.

This also about me trying to limit my operating cost that being upped by just a couple neighbors with a large number of dogs.

I've read through the entire thread, and have to commend you on how your handling it. You would think after the first dog they had to retrieve, they would do whatever it takes to keep their dogs safe. Obviously they didn't. I don't think I could have been so understanding with the continued attacks.

He said this morning via Facebook,

I’m not gonna leave them unattended in the backyard so they don’t get out. Also at least one of the two from last night is probably leaving soon.

I responded with,

The high numbers of dogs is part of the control issue. I have to invest considerable effort controlling my dogs when multiple are out although with one their is seldom need for me to direct a dog's behavior.

Reducing dog number is essential. He has more dogs than I would want to try an keep in a quality manner as they cost more than just feed.

Exchanges reasonably civil.
