At least they canāt sell animals if they have been banned. puppy mills/BYB are a bit different to somebody just abusing their own animals, since if no one buys the puppies its not profitable for them to have them which is why they are doing itIt's unfortunate. People think they're doing the puppies a favour, and in a way they are, but it empowers the bad breeders to make more and more puppies. It has to stop.
There's no easy answer to this, short of confiscating the animals and putting the breeders out of business. But who says they aren't going to turn around and get more dogs? There are no home inspections that I know of after you've been ordered not to have any more animals...
