Normal amount of wattle development for a chick that age, also normal for them to be bright red when the chick is handled.

X2. Silver based birds, in particular, seem to flush easily and their pinkish shades pop more in photos. But, there is zero comb development at this time and no sign of male patches coming in.

That's not a RIR. Do you have a current photo?
Yes he is an RIR and I did post him now on another of the comments... although, he was supposed to be a sexed hen...
 
First photo features a buff Orpington pullet. Second has a RIR pullet with another that's facing away (I'd want to see that one in profile because the wing shading looks a bit suspicious).
Hope these are better! 1 and 2... pullets or cockerels? Thanks!

I have a three month old that im worried is a rooster. My other leghorns crowns arent nearly as red and theyre all the same age.
