Both also have avian pox, (passed down from previous flock before I got a hold of them) which likely certainly isn't helping, but not much I can do there as it needs to run its course. Clear difference in size and feathering of the squabs who hatched only a single day apart.

Hows their breathing
Breathing seems slightly labored, but what I originally thought was gasping turned out to be the chick attempting to chirp. Voice is completely gone. Begs only with wing flutters and seems to have difficulty getting around I assume due to fatigue/Illness.
 
Can you check for canker? Gently open their mouth and see if you see any white stuff and smell their mouth see if it smells bad.?
 
I have looked in their mouth, no sign of any whiteness, very clear view actually.
I viewed in another thread that canker may not always show visual signs in the throat, it could also be within the crop itself. I figured the four in one would be a good option since it treats all angles, but as I mentioned, it's meant to be mixed with water by the gallon, and the nestlings aren't drinking Independently yet.

I would dilute half so mix it like you would an adult dump half and add water.
 
You do 1/4 dosageg for the babes. If it says 4 ml for big pigeon you give 1 if it says 1 tsp for a adult pigeon you give 1/4 tsp. Understand 1/4 of the adult dosage.
