Based off of what Ravyn said and research on ducks with broken legs, it's either splint, surgery, or euthanise. Surgery is no, and euthanising is a no if I have anything to say about it, so we're left with splinting. Nothing beats a try, except a failure, so we'll hope I can get a splint to stay put. Guess miss Chrissy is coming back inside.

Tried trimming feathers short around break to make wrapping easier. Still can't get the wrapping high enough, and if I bend the leg forward and pin to body it makes the break ends not line up, plus she can't stand w/o that leg down for balance. I've read the duerr manual on splinting tibiotarsal/femur fractures several times now, but I can't make it work on Chrissy.
I have a bad gut feeling about this.

I thought it was her good leg that was broke... Didn't she lose her foot at the ankle? Then what is left would point back while sitting, etc... What I would do at this point is... lose the popsicle stick... get papertape (medical tape) instead of the vetwrap... it's gonna irritate and pull some feathers eventually, but immobilization needs to happen... line up the ends and strap the whole shebang to her body... keep it all under her wings and alternate to each side of her other leg as you go... it won't be pretty and it won't be great, but it will keep it all in one place... having those 2 pieces wiggling back and forth will cause her more pain and damage than some taped feathers... and papertape is easier to take off than any other tape...
