This is the third winter for my WH. The first winter they were too young to lay as they were hatched in August. Their second winter and this year they stoped laying when they molted in October. They didn’t lay again til February and it seems they’re going to do that again this time around. I thought they would lay better in winter but it seems not. It’s a little disappointing but not a huge deal.

If you really want them to lay year round, I wouldn't let them go broody. Gather the fertilized eggs and incubate them if you want ducklings. If you don't care, let them do what they want with the understanding that they may not lay again after the clutch hatches. Unless you have a very prolific breed of layers, they all quit laying in the winter months. My Khakis stop in November and start back up in Feb/Mar. However the eggs will last all winter long washed and stored in the refrigerator. Probably longer if I didn't wash them, but they are so dirty!
