Easter egger 7 weeks

I’m trying to figure out if this is a rooster or a hen, I believe rooster based on my other easter egger doesn’t have a comb and this one is already “practice crowing.” The hatchery I got it from says 7weeks is too young to tell if it’s an actual rooster or not even though I sent video of it crowing and pictures.

He is a manly little man. That's for sure!
