Steaming is just an alternative cooking method. By itself, it will not make the eggs easier to peel.

Fresh eggs do not have a sufficient air pocket to allow the eggs to release from the shell after cooking.

USE EGGS A WEEK OR TWO OLD... not fresh for hard boiling.

It is just an alternative method, but it does seem to work. I don't usually have old eggs & this method works for me with fresh eggs.
 
I usually add cold eggs to cold water and bring to a boil. Boil for one minute then turn heat off. Place a lid on pot and let sit for 12-13 minutes. Immediately plunge into ice bath and let sit for 15-20. Roll and peel, works almost every time but for a few little chunks lost once in a while. I’ve almost noticed that eggs cooked with new hairline cracks peel really nicely too.
