Good to be wary and careful! If you’re not close to him and he doesn’t trust you then extreme caution is warranted. Even animals you know when injured or sick can be very dangerous.
We had a “stray” cat in my old neighborhood that survived the coyotes and dogs (I don’t know how) for the seven years we lived there... I got him to trust me, and was able to pet and groom him and remove his fur matts when he started to let himself go. He actually “belonged” to the family three houses up, but was fully outdoors, and fed by everyone else.
