I would begin treatment with Tylan 200.

Here is what is recommended from Hopkins Livestock page (you can inject at base of neck between shoulders instead of muscle):

Tylan 200 for cattle. Tylan 200 has proven to be an excellent antibiotic for peafowl.
Tylan 200 is especially affective for treating peafowl with swollen eye sinuses.
Tylan 200 is an intramuscular injection.
1-2 cc as a shot in the leg or the breast muscle for birds over 1 year old.
½-1 cc as a shot in the leg or the breast muscle for birds under 1 year old.

Tylan as suggested will help a lot, can inject in muscle, the swollen eye pocket, or give orally.

It could be that the mites irritated his eye and he kept scratching at it and got it infected. Other reason could be a respiratory infection. Listen to his chest under the wing, if you hear wheezing, rattly breathing etc.. it's a respiratory infection, if not could just be a injury. Clean around the eyes. You must massage out the puss, it often gets stuck under the third eye lid. Keep gentle but firm pressure and massage towards corner tear duct of the eye, eye will not heal with puss and it will harden. If puss is hard and will not come out you may have to make a small incision into the swelling and massage it out that way. When puss is out rise the area with saline and pack with neosporine. I would give Tylan injections 1/2 cc under skin for 3 days just incase. Best Wishes. If mites are still a problem use some ivomec on them after recovers.

That would be better than nothing. Tylan is more for respiratory, penicillin is more general.... but anything would give some help.
