this is VERY normal, espescially if it just recently hatched out. That little fluffy butt is more than tired from all the effort it took to break out.
Third--> The stingy thing is akin to an umbillical cord. It is what used to contain the yolk sac, and it will dry up an fall off much like an umbillical cord. No need to worry

his bottom is kind of gooey with something also, I suppose this is normal also? He's peeping and moving a bit, but mostly appears to be resting, I guess he had a hard day lol
 
Well, they've been excreting waste in that egg, too. That and some other incubation stuff is usually what is either left in the bottom of the egg or still glued to the chick's bottom. I think of those chicks as "not quite done yet" and let them stay in the 'bator a full day to "finish up."

Not very scientifically based but it works for me.
 
Third chick hatched, but can't get a pic cause the batteries in the camera need to be charged...

Still no pipping from the second group, but they are still moving around so at least I know they are still alright.
