Could be some vitamin deficiency, not sure. The feathers look oddly wiry. If it was me, not knowing what you're dealing with, I'd get some baby liquid vitamins with zero iron like regular Poly Vi Sol and put a drop in the beak a couple of times each day. May not be vitamin-related, but surely can't hurt. Looks like a skin disorder, very odd. I'm sorry I can't be more help. ). For some reason I want to say the posts/threads I have seen with this issue were that breed or similar type of breed with dark coloring. Or that's what my memory it telling me.
