Follicle issue with newly hatched chick

I can't handle even looking at this baby. It acts normal. What's wrong with it?

It looks like maybe the chick didn't develop completely..? Is it just the feathers looking odd, or is there some kind of deformity that you see?

Poor baby! Is it just me, or is the head and neck swollen as well as having those strange follicles? Can you please get some pics of the whole chick, standing up?
When did it hatch? What breed is it?

Were there small blackish spots inside it’s egg shell? Also is this a silkie or silkie mix by any chance?

I've seen photos of this before, but I don't remember anyone giving a clear suggestion as to the cause.
@speckledhen @seminolewind @ChickenCanoe @Granny Hatchet might have some ideas.

I'd be interested to know what breed this is supposed to be? Is it those Ayam things?

Broad guess would be nutritional (parent stock nutrition) or genetics - that covers pretty much anything though.

Sometimes things like this can happen as an incubation accident. If it is just a couple days old, it will probably grow out of it.
Oddly, pic 2 almost looks like parasite eggs.
