Follicle issue with newly hatched chick

I was wondering about frazzle.

A frazzle would make sense. It almost looks like the feathers are stuck underneath like when you get an ingrown hair and it curls under then bubbles.

Would if the parents weren't what they are. I was expecting to hear "frizzled Cochins".

I have zero experience with frizzles and frazzles and such. If you figure it out, please let us know!

I'm going to be honest, most of the eggs were from barred rocks but I do have some feather footed barn yard mixes in there that could have Cochin blood they all have orange regular feathers tho

It would have to be two frizzled birds.
