It's hard to tell by your picture. Pellets come in two sizes. There is the regular layer pellet and then there is what is called a "mini-pellet." I use the mini pellet for all my birds from pea fowl down to buttons. In this area it is 22% protein and is fortified with extra calcium and vitamins. I pay a little more for it, but I've been using it for 4 years now as a the sole feed for my flock with excellent results. Also with pellets and the right feeder design there is almost 0% waste. 19% is a little low for quail. You might try to find a mini-pellet with higher protein. Even the 22% I feed them is a bit low coturnix should have 24 to 26%. I lived in Asia for 10 years and there they feed coturnix a mix that is almost 30%. They raise them by the millions there!

un-medicated food with protein content of 26% - 30% is fine.
You want to get crumbles in the future. They can eat the large ones but it can be hard on them.
I would just crush or use a blender your current pellets till your out.
 
Coturnix do not like "pellets" of any size. They will try to eat anything if they are starving to death, but they will mostly waste anything that is to large for them to eat. The best bang for the buck is a game bird crumble, 25-30% protein!
 
Got a big balk on the feed test. I'm still hopeful, but nothing yet.
