The quitest breed we have ever had was Sultans. The roosters almost never crowed and the hens we're almost silent. They all stayed very close to the coop also.

Barred Rock bantam seems like the perfect choice. Small and easily contained in small area, if that's what you plan on doing. Though they also really enjoy ranging.
