It has been my experience with Ebay/PayPal that you will get much more of a response from your credit card company.
A seller in CA was using my credit card number (how they got it I have no idea) I could not get Ebay or Paypal to credit the charges. First I was told by Ebay, they couldnt track the charges and I didnt have a sellers account anyway. Paypal couldnt track the charges because they were not showing up on my paypal account, just my credit card. I contacted my credit card company, had a new number issued and let them deal with Ebay. Ebay finally said the charges were valid and showed proof...A different name entirely and a CA address...I live in ND. Ebay even had proof of my address.
I did get the charges removed from my credit card and the seller's account was deactivated. The only way you can contact Ebay is thru live chat, email and fax machine. Each person had a different person to transfer me to and the run around each time.
