I used this to train my goats, I never actually hooked them to a cart but I had them trained to be.

Very fun.... Going to train my to Kiko Bucklings how to do this once I have them.

It says any breed can pull or carry its own weight as long as its old enough and willing.

Well I would wait till he gets a little older if I did. He's only three month now so could I start training him without having to have him pull me?

They should be 1 to 2 years old before they pull they're own weight but yes you can start training at 3 months.

He will never be able to pull you... Pygmies only get 45-50 pounds so really small.

Get him halter broke now, and it will be a lot easier to train him when he is older... As well as getting him use to stop, go, slow, right, left, etc and then when he is of age you can hook him right up to the cart.
