Suliver didn't look at Russet. "Well, what do you want?" He asked Cement, still not looking at Russet. "If you made me fly all this way for nothing, you're going to wish that you'd brought more back up than a half-trained beggar." He spat.
"I wouldn't call him half-trained," Cement murmured. "You'll find my mate is more capable than he looks."
Suliver opened his beak to reply, but Cement continued.
"If all you have to offer are insults, I will leave right now. But, let me tell you, I could make a powerful alliance with your forces to help you along with your.. operation."
Suliver eyed her carefully. He hadn't known his sister had learned of the plan. "Go on,"

"What's chill?" Storm asked while bouncing about in circles.

"I'll tell you the story like I heard it from an old-feather." Rocket said, "So I'll start from the beginning.
"There were lots of birds in the city. There always have been. Probably 'cus of all the food. But the pigeons were always pushed around. We were seen as weak, despite us being the superior birds." Rocket puffed up her chest just the tiniest bit, as if to prove to those past birds that pigeons were to be feared. "So, this pigeon came along, and he made all the gangs, and lieutenants, and all that. He was the first General. Then he and all us pigeons drove out the stinking gulls, those conniving ravens, and the trickster crows. And that's how it's been ever since.
"Except.. the other birds have tried to beat away us once again. They want to be back to the old days, where the biggest birds got the best French fries. But it's not gonna happen. Not while any pigeons are still breathing, including me." Rocket finished, beaming at Nanako
Russet’s crop expanded as her complements touched his ears. Yes. You really need to say these things more often.
He eyed his brother-in-law. Sometimes it was hard to believe that someone so hard and cruel was related to his Cement. She was thrifty, yes, she was foxy maybe, but Cement would always take in an orphaned pigeon and raise her up in the gang as her own. This Sulliver, all he had was fear. And yet, he was lucky that Sulliver was Cement’s brother. It could be the only reason he was still alive.
“Half trained beggar? I don’t think so,” Russet said. “No more than you ever were. But beggars or no, we must lay down what we want from each other right on the sidewalk. All honesty. No tricks.”
(Umm am I supposed to know Sulliver’s plan, or make it up as I go?)

There's Aristocrat's group (vulture that lures in outcasts, unknown purpose as of yet), but since @Rooster_Tyranny is missing, that one's unavailable. There's the Resistance (mainly ravens), led by Shadow, who is against the pigeons but isn't that friendly towards crows (of course Molly and Storm wouldn't know that). And then there's Blizzard's flock, which is basically a peaceful mixed group of mostly pigeons and gulls that don't bother other birds but also don't fight the pigeon military. Cement's gang is another group, but it's all pigeons.

Suliver continued to ignore Russet, but his thoughts didn't. My sister got herself a mate. He thought in disgust, Wish I could kill them both now.. but I do need more allies if I'm going to take on those other gangs that will be against me.
"I thought you disapproved of my violent ways, sister." He cooed in a low, dangerous voice, so only Russet and Cement could hear. "Or is this a trick? If it is, you know that your flock will be crushed. And I will keep you alive to watch as I kill them one-by-one, starting by your limp-feathered mate." He spat, clicking his beak at the end of his threat.

“It’s no trick,” Russet spat. “And you will find that limp-feathered is no way to describe me.” It’s obvious that he has something planned.

Cement gave Russet a look that said, Ease up a bit on the insults, we need to earn his trust. She cooed, "You know my flock, though not as powerful as yours, does have strength. You don't want to have to fight us as well as them."

Suliver narrowed his eyes, watching her. "And how will I be assured of your loyalty?"

But insults are the only thing he responds to! Russet thought.
“Well, considering the word of one of Cement’s gang members probably isn’t good enough for you, I could swear on my good mother’s corpse... or would you prefer blood?”
He extended his wing and revealed a bare patch of skin in what would be an armpit on a human with a blue vein streaking across it. He ran his beak along the vein before retracting the wing.
His face was mocking. “Or are you to squeamish for that? Would a hind toe swear be better? Don’t cross your primaries!”
